USA and Germany did not reach agreement on mutual spying

President Obama and Chancellor Merkel did not reach an agreement on limitation of mutual spying. The concerns were raised after revelation of NSA’s spying on German companies and citizens including Chancellor Merkel. Merkel and Obama tried to reach an agreement on limitation of mutual spying at their recent meeting with no success. USA refuses to conclude a no-spy agreement with any country offering only cooperation agreement between intelligence agencies. Germany seems to push for better proportionality – i.e. highly targeted surveillance instead of bulk collection of data.
